Today, I would like to take the perspective of an immigration consultant to comprehensively analyze the real face of the U.S. social welfare system, so that every friend with the intention of immigrating to the U.S. can have a clear expectation of the future life.<\/p><p class=\"whitespace-normal break-words\">Let me start with a real case. My client Mr. Wang, a family of three, received their green cards through EB-1A in 2023, and the first thing he did when he landed in the U.S. was to apply for a Social Security number for the whole family. At that time, he asked me, \u201cTeacher, what benefits can we enjoy now?\u201d I told him that the U.S. social welfare system is like a huge safety net, but the net has its rules of weaving; not all benefits are immediately available, and not all benefits are free lunches.<\/p><p class=\"whitespace-normal break-words\">Health care coverage is one of the most important topics on everyone&#8217;s mind. California&#8217;s White Card (Medi-Cal) is a Medicaid program for low-income groups with updated standards starting in 2025. Many new immigrants mistakenly believe that a green card equals free healthcare, which is a big misunderstanding. The U.S. health care system is divided into several levels: the most basic is emergency medical care, anyone in an emergency situation can be saved, but the bill will give you heartache; followed by employer-provided health insurance, which is the main protection for most working people; then the government&#8217;s Medicaid program, which is mainly oriented to the low-income group and the special groups; and finally, the commercial insurance purchased by individuals.<\/p><p class=\"whitespace-normal break-words\">Mr. Wang&#8217;s income was unstable when he first arrived in the U.S. I suggested that he first find out if he qualified for Medicaid. According to the 2025 poverty line standards, the annual income benchmark for a single-person family is $15,650 and for a three-person family is $26,650. Their family&#8217;s income exceeded this standard, so they did not qualify for the white card, but they happened to find a job, and the employer-provided health insurance solved their worries.<\/p><p class=\"whitespace-normal break-words\">Speaking of Social Security, an important component of Social Security retirement benefits in the U.S. is the fact that you can start receiving them at age 62, but you can only receive full benefits when you reach the mandatory retirement age. The system is designed with an interesting concept in mind: you work and contribute when you&#8217;re young, the government records work credits for you, and when you retire, the benefit amount is calculated based on your contribution history and years of work. For immigrants, this means that every year you work in the U.S. you are investing in your retirement.<\/p><p class=\"whitespace-normal break-words\">I have a client, Ms. Lee, who came to the U.S. at the age of 50 through immigrant investor, and she often worries about her retirement. I told her that although she had not worked as long as the locals, the U.S. social security system is cumulative, so if she works for 10 years (40 quarters), she will receive basic retirement benefits. Moreover, there is a new bill recently introduced by a congressman that will eliminate the federal tax on social security benefits starting in 2025, which is good news for retirees.<\/p><p class=\"whitespace-normal break-words\">Of course, enjoying the benefits comes with responsibilities. Green card holders must maintain their permanent resident status, cannot live outside the United States for a long period of time, usually, each time you leave the United States for more than six months need to provide a reasonable explanation. This is a point that many people do not fully consider when applying for a green card, only to realize that the original immigration supervision requirements are so strict.<\/p><p class=\"whitespace-normal break-words\">Tax liability is an even more complex topic.During 2023-2025, the U.S. tax code becomes more stringent on foreign income and tax compliance, and green card holders are required to report all foreign accounts and assets in detail. I once met a client who still had a business in China and realized he needed to report his worldwide income when he filed his first tax return after getting his green card, and almost faced a tax risk because he didn&#8217;t understand the rules.<\/p><p class=\"whitespace-normal break-words\">However, the U.S. welfare system has its warm and fuzzy side. Education benefits are one of the highlights. Children of green card holders can enjoy free public education from elementary school to high school, and can apply for grants and low-interest loans as in-state students at the university level. I remember that my client, Ms. Zhang&#8217;s daughter, did not speak English well when she first arrived in the U.S. The school arranged ESL (English as a Second Language) classes and special tutors to help her adapt to the new environment. Two years later, the child was not only fluent in English, but also ranked top in her academic performance, which made Ms. Zhang lament the richness of U.S. educational resources.<\/p><p class=\"whitespace-normal break-words\">Unemployment insurance is also an important part of the U.S. social security system. As long as you have a legal working status and have paid unemployment insurance premiums, you can apply for unemployment benefits when you lose your job. My client, Mr. Chen, unfortunately lost his job during the epidemic and was able to receive a few hundred dollars per week after applying for unemployment benefits, which was not much but enough to maintain a basic living and gave him a cushion to rejoin the job search.<\/p><p class=\"whitespace-normal break-words\">The Food Assistance Program (SNAP), on the other hand, reflects America&#8217;s care for the vulnerable. Eligible low-income families can receive food stamps for basic food items. While most immigrants may not use this benefit, its existence gives a sense of social warmth, knowing that one will not go hungry even in the most difficult of times.<\/p><p class=\"whitespace-normal break-words\">Housing assistance is also an important social welfare program. The Government helps low-income families solve their housing problems through the Rental Voucher Scheme. Although the application process is lengthy, it does provide practical assistance to many families. I once assisted a single mother in applying for housing subsidy, and after waiting for more than a year, she was finally granted a rental voucher and moved into a safe and comfortable community, and the environment for her children&#8217;s schooling has also been greatly improved.<\/p><p class=\"whitespace-normal break-words\">Having said that, I would like to emphasize that although the social welfare system in the United States is relatively sound, its core philosophy is \u201cGod helps those who help themselves\u201d. Most of the welfare benefits are designed to help people tide over temporary difficulties, rather than being tools for long-term reliance. The system is designed to encourage people to improve their lives through work and effort, which is also a reflection of the values of American society.<\/p><p class=\"whitespace-normal break-words\">For those who are preparing to immigrate to the U.S., my advice is to have reasonable expectations for social welfare. A green card does bring a lot of security and convenience, but it is more important to do a good job of planning your life and creating a good life through work and struggle. Social welfare is just a safety cushion for life, not the whole of life.<\/p><p class=\"whitespace-normal break-words\">Finally, I would like to say that understanding the social welfare system of the United States is not just about knowing what benefits one can enjoy, but more importantly, understanding the operation mechanism and values of this society.
